I know this might be a late reply. But plecos generally are sexual at 2 years of age minimum.
At 3cm size I would guess it to be anywhere from 4-6 months old (if kept in the right conditions without stunting).
I'm not familiar with the L002s myself, but I know its cousin the L397s require upto 3 years before being sexually mature. So it may be a 3 year wait for the L002s.
