mine come good with just a scrub with a scourer sponge pad when i strip them down for 6 monthly maintence.

what was in the drum before? with the good wether we have a 10% bleach solution should clean it up, just give it a few days in the sun to break down all the chlorine and then rinse it out with a triple dose of prime just to be safe.

At the end of the day you shouldn't have to clean out anything out to much that your putting in or using for your tank.

It can be done but its much better to only use drums that have held water or food which therefore only need a quick rinse.
