Hello I was wondering what the best lighting is for the money is? As well as do I need a ballast and if so what is the best for the money? Take in consideration I have a budget of $100

$100 us your looking at a t5 fixture, you should get a 2x54w with change, maybe a 4x54w.

4x54w would be better in the long run if you upgrade your 55 gal to a full co2 planted system.

Thanks, also when adding this t5 system will I need a sump to fend off the alage? As well as what brand of bulb is the best to use?

algae is a result of imbalance of light co2 or nutrient. doing regular propper water changes keeps the excess nutrients down, you could always just run 2 bulbs in your 4 bulb unit to control the light level.

as for brands i like growlux by sylvania, they arn't that bright but the plants always grow well, they do give a pink look to the tank.

1x growlux and 1x 6500-10000k bulb of any brand would look great (or 3x growlux 1x10000K at the front if you were using 4 tubes).

a sump wont help your algae problems if they ever arise.
