Reading the comments for the pictures, I think it is a hotel for people built into a discus shape. I don't think it has anything to do with discus fish.

Ok, found my own answer about TDS overall and how it affects fish here.
The site doesn't seem to be written by an authority on fish, but rather on chemistry in general, however.

I used one that tested pH, ORP (Oxidation Reduction Potential), and temp. Total waste of money. pH is much easier to measure with an accurate liquid test, and I don't need pH accuracy to a hundredth...
