Can I grow ground cover without metal hallide

I have a 180litre tank with three 30W floro's overhead. I want to have a ground cover plant (not sure what as yet) however want it like grass.

Can this be achieved with 90watts I ahve CO2 injection..

hair grass or chain sword wont have any problems covering with your setup..
as long as you give them enough ferts and co2
